 Post subject: Shader VMK 86 - Animation Manager

A little bit later on we will be developing animation effects for the OpenGL Shader Engine. These effects will be controlled by the animation manager which is the class that is created in this VMK. For now all that the animation manager is going to do is keep track of the current time and allow it to be accessed from anywhere even if you are not inside the Engine class.
